West’s Aid to Ukraine: Too Little, Too Late?
Euractive skrev:But the euphoric response on this side of the Atlantic won’t be able to disperse thoughts that the West is doing ‘too little too late’ to prepare Ukraine, for what is most likely coming as Russia is expected to go in a fierce offensive in the coming months, if not weeks.
Military officials acknowledge in private that considering Ukraine’s currently dire battlefield situation and the creeping advances Russia’s forces have made over recent months, the new aid might not be able to radically change Kyiv’s prospects.
It can at best help Ukraine counter Russia’s continuous assaults and maintain control of territory, they believe. Some experts also believe Russia could now be pushed to carry out attacks, it might otherwise have waited to launch before more Western aid reaches Ukraine’s battlefields.
But severe ammunition and air defence shortages, coupled with an increasing lack of manpower, will require more resources and time to overcome.
“The decision of the US Congress to finally pass its Ukraine support bill comes late, very late – but not too late,” Steven Everts, director at the EU Institute for Security Studies (EUISS), told Euractiv.
“Now EU member states need to do their part by delivering the air defence systems that Ukraine so badly needs – these systems do exist in Europe,” Everts said.
“Russia is a threat as much as to Ukraine as us. So there should be no excuses – it’s decision time,” he added.
“Hope this vote encourages all allies to look through their warehouses and do more,” said Estonia’s Prime Minister Kaja Kallas.

First, the most urgent task now is to find the 7 air defence batteries (Patriot or similar) that Ukraine needs. And to deploy these quickly so that the major cities and remaining infrastructure in Ukraine are afforded a minimum of protection. HR/VP Borrell has rightly said that we need concrete commitments from Member States at the next Foreign Affairs Council.
This is not charity, nor ‘just’ a matter of keeping our word: doing so is in our own interest. Ukrainians are fighting for our security, as Russia is a threat as much to them as to the wider EU.
Second, the F-16 coalition needs to be enlarged. Other countries have to follow the leadership displayed by Denmark, the Netherlands and Norway. We need more training of pilots and to expand the types of fighter jets being provided to Gripen and Rafale.
Third, Europe urgently needs to support the development of greater weapons production capacity inside Ukraine. The needs are enormous but doing this will help ‘insulate’ Ukraine from the vicissitudes of intra-European or US politics. The EU-Ukraine Defence Industry Forum on 6 May is the moment to advance this agenda including by matchmaking and offering more clarity on finance options. Clearly, also this work strand depends, again, on air defence provision – investors will need this to allocate capital and ramp up production.
Fourth, the EU needs to agree to launch the formal start of EU accession negotiations in June. The prospect of eventual EU entry is what keeps Ukraine going. It is doing miraculous reforms while waging the war: it deserves and needs to take the next step on the path to the EU.
Trådarna är tunna nu och Europa/europeiska Nato har många hemläxor att göra, även på hemmaplan, inte bara med försvaret utan också med misskött infrastruktur osv. Då går det inte att gå omkring och drömma om om storskaliga skattesänkningar. Dessutom måste de europeiska väljarna hålla putinister och högerextremister som Wilders, Le Pen, AfD, Vox osv kort (förutom opportunister som Orban, Fico och Meloni). Går det? Det kan vi få besked om ganska snart.

Till det krävs det att Europa stöder sin egen försvarsindustri med många och långa kontrakt, och inte bara slentrianmässigt köper amerikanska vapen.
Tråkigt men sant, nu när Vladimir Vladimirovitj vänt uppochned på världen. Putin har bråttom nu, och det måste Europa också ha, eftersom man kan förvänta sig att han försöker öka tempot i de ryska anfallen. Det kan vara fråga om veckor här!
USA kommer nämligen att vilja rikta sina intressen mer mot den kinesiska kommunistdiktaturen, även med Joe Biden som fortsatt president.
Man kan ju tycka att i den mån USA drar sig tillbaka från Europa så bör det vara inom ramen för en genomtänkt strategi, och inte bara genom tillfälliga politiska habrovinklar i budgetbeslutandet.
PS. Det underlättar förstås också om de israeliska väljarna kör Netanyuhus högerextremistgäng på porten och släpper fram ledare som är beredda att få till en politisk lösning på konflikten med Palestina. Men det är väl att hoppas på för mycket, när nu Netanyahu skjutit sönder det mesta, både bokstavligen och bildligen.

Observera att Netanyahu talar om ”höjden av absurditet och ett moraliskt lågvattenmärke”, vilket han självklart är rätt person att göra.
